This is skilled supervisory work in directing the installation, modification, and repair of plumbing and related systems, equipment, and fixtures. This individual is responsible for planning, laying out, participating in, and supervising plumbing work on job sites and in the shop. The employee works with considerable independence except on large construction and modification projects, where some technical supervision is provided. Work assignments for maintenance and repair are received by written job requests or emergency call. Work is reviewed primarily by users of equipment and systems through observation and conferences while projects are in progress and upon completion. Construction and remodeling work is reviewed for compliance with specifications and building codes. Work is performed under general direction of an administrative superior who is subject to periodic review. DUTIES AND RESPONSIBILITIES Plans and lays out work from oral and written instructions; assigns and supervises the work of plumbing personnel engaged in the installation, repair, and maintenance of water, air, gas, sewer, steam, and hot water heating and distribution systems; supervises and inspects the installation and repair of plumbing pipes, sinks, traps, valves, faucets, vents, pumps, and similar equipment, fixtures, and apparatus. Responsible for the installation, repair, maintenance and record keeping of boilers and pressure vessels so they meet the state of Texas codes. Responsible for the operation of a natural gas master meter system, which includes installation, repair, maintenance and record keeping to meet Federal regulations. Estimates job labor and materials costs; maintains job and cost records; requisitions materials, supplies, and equipment. Conducts regular inspections of work in progress and on completion; participates in the more complex plumbing tasks. Confers with officials on proposed plumbing projects and makes recommendations. Recruits and trains skilled and trades helper personnel. Establishes safety and work performance standards for subordinates. Schedule and co-ordinate subcontractors. Schedule and Maintain Rental Equipment. Performs Jobsite safety training and education. Performs related work as required. Creates or Completes Daily Reports and various construction documents. Is responsible for ordering and maintaining parts and material. Is responsible for maintaining a clean and safe work area. Performs Onsite Inventory Control. Confers and meets with Plumbing Inspectors and AHJ officials. EDUCATION AND EXPERIENCE Graduation from a standard high school or vocational school and 5 years of related experience and considerable experience as a journeyman plumber, including some supervisory experience; or any equivalent combination of training and experience. Holds and maintains valid Texas Journeyman Plumbers License. A valid Texas Driver's license. KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of the practices, methods, materials, tools, and equipment of the plumbing trade. Thorough knowledge of the prevailing codes of the plumbing trades. Thorough knowledge of the hazards and safety precautions of the work. Ability to supervise the work of skilled and semi-skilled subordinates. Ability to analyze defects in plumbing equipment and to determine necessary repairs. Ability to read and interpret blue prints and to lay out work from prints, rough plans, sketches, drawings, and broken parts. Ability to make estimates of labor and materials needed for plumbing jobs. Ability to maintain good working relationships with personnel of other departments. Ability to communicate clearly and concisely in writing and orally. Skill in the use and care of the standard tools and equipment of the plumbing trade. Ability to install all Plumbing fixtures and piping.
